As you know it is clearly documented that the Baltimore City office of Child support enforcement is a hidden criminal enterprise. For example, Baltimore City office of Child support has failed and cannot actually account for any money collected in relationship to child support. For example, look at this email correspondent between a high profile contract person with PSI and a non noncustodial parent.
Mr. Smith, I received your voice mail and emails. My telephone call to you with an update on your cases was:
· Case#1(990021938) involves 1 child who will emancipate on 7/1. This case is fully paid. We have closed the case and are attempting to contact the employer to immediately terminate withholding for this case.
· Case#2 (860021810) involves two children. One child emancipated by age on 6/23/2008 and the other child will emancipate by age on 10/31/2012. There were separate support orders for each child. An audit was completed for each court order. Both orders existed prior to Baltimore City ’s 1998 conversion to state child support system (CSES) and prior to our contract. The court orders had been converted to CSES as a single order rather than the following separate and independent support orders.
o Court order 24-P-95-007749 relates to the child, Brittany, who was born in 1990. The auditor determined that the total child support arrearage owed for this support order is $592.97. The periodic payment for this support obligation is for collection of the remaining arrearage only and will be $187.50 biweekly. As soon as this debt is fully paid this deduction can be stopped. This is the letter that you just received; due to the low amount of arrears, it should take 4 payrolls to pay off the arrears, with the last payroll arrears withholding of $30.47.
o Court order 24-P-95-007644 relates to the child, Tiffany, who was born in 1994. The auditor determined that the total child support arrearage owed for this support order is $2,736.03. Additionally, because Tiffany is still under the age 18 there is ongoing child support of $130.00 biweekly. This current obligation will charge again on 7/11/2011. The periodic payment for this case is $130.00 current support and $32.50 arrears biweekly ($162.50 biweekly).
· Please note that until the processing of the financial accounts is completed to reflect the above audit results, the total arrearage for case 860021810 now displays as $33,761.38. After the adjustment has been processed the total arrearage of the two support orders will be $3,329.00.
So your total withholding should be $187.50 a payroll until the $592.97 arrears are completed plus $162.50 biweekly payroll deduction for Tiffany’s current support and arrears = $350; once the $592.97 has been paid, the withholding will drop to $162.50 until the $2,736.03 arrears on Tiffany’s case are paid and then it will change to $130.00 biweekly until Tiffany emancipates by age. As you can see, the Court order 24-P-95-007749 referenced in the letter to you is not a new order. I hope this clarifies the status of the two cases.

The information above seems simple and clear but, it still is not correct. The count is still short because all balances for Mr Smith should be zero. This will become clear in future stories and, the flaws in the collection of PSI and Baltimore City office of child support enforcement.
The question still remains should these contracting officer be investigated. The reason for the investigation is simple. The officer awarded a failing contractor , who is PSI, the contract not once but twice . PSI is still managing the Baltimore City office of Child support. Will the state of maryland look to see if LARRY INGRAM JACKIE JORDAN DONNA FOSTER received any money for award the contracts to PSI?
